If you are a Tier-1 retailer, every sale must reach FBR in real time with an FBR invoice number and QR code on the receipt. Here is who is covered, what the law says and how to set up your tills so compliance does not slow down your counter.
Pakistan's Federal Board of Revenue (FBR) requires Tier-1 retailers to integrate their outlets with FBR's computerized system for real-time reporting of sales. Every receipt then carries a unique FBR invoice number and a QR code that customers can verify. The rules have been in place for several years, but enforcement, penalties and technical requirements keep changing, so it is worth checking where your business stands.
Who counts as a Tier-1 retailer?
Section 2(43A) of the Sales Tax Act, 1990, as reproduced in FBR's POS booklet, defines a Tier-1 retailer as a retailer falling in any one or more of these categories:
- A unit of a national or international chain of stores.
- A retailer in an air-conditioned shopping mall, plaza or centre, excluding kiosks.
- A retailer whose electricity bills over the previous 12 months exceed Rs 1.2 million.
- A wholesaler-cum-retailer that supplies consumer goods in bulk to retailers and also sells to the public.
- A retailer that has acquired a card payment (POS) machine from a bank or an SBP-authorized digital payment provider.
- A retailer whose withholding tax under sections 236G or 236H of the Income Tax Ordinance exceeds a threshold notified by FBR.
- Any other person or class of persons prescribed by FBR.
The card-machine category is the one many shop owners miss: if you accept cards through a bank terminal, you are likely already Tier-1.
What integration requires
- Real-time reporting. Each sale is sent to FBR as it happens, through your POS software or a licensed integrator. FBR's IT company, PRAL, also offers integration free of cost on request.
- A compliant receipt. The electronic invoice must include the unique FBR invoice number (format
XXXXXX-DDMMYYHHMMSS-0001), a QR code generated from that number, the FBR logo, your software registration number, seller details, date and tax details. - The POS service fee. Under SRO 1006(I)/2021, Tier-1 retailers collect Re 1 per invoice from customers and deposit the monthly total with their sales tax return.
- Customers can check you. Shoppers verify receipts in FBR's Tax Asaan app, and the prize scheme rewards them for reporting receipts that do not verify.
What happens if you don't integrate
| Provision | Consequence |
|---|---|
| Sales Tax Act s.33 (25A) | Rs 500,000 for the first default, rising to Rs 1, 2 and 3 million, with possible sealing of premises |
| Sales Tax Act s.8B(6) | Adjustable input tax for the period reduced by 60% |
| Sales Tax Act s.14AB | FBR may have gas and electricity disconnected until you integrate |
| Income Tax Ordinance s.182 | Penalty up to Rs 1 million, and sealing if the default continues |
| Fake or unverifiable invoices | Rs 500,000 or 200% of the tax involved, whichever is higher |
In June 2025 the Federal Tax Ombudsman directed FBR to suspend sealing of Tier-1 outlets until POS technical problems such as sync failures and false "disconnection" alerts are fixed. Penalties under the law still apply, so treat integration as mandatory.
The practical problem: the internet
Most compliance trouble at the counter is not about intent. It happens when the internet or FBR's server is slow, and the cashier has to choose between keeping customers waiting and issuing a receipt without an FBR number. Good POS software removes that choice:
- The sale completes immediately at the till.
- The receipt is queued and sent to FBR automatically as soon as the connection returns.
- Failed submissions are listed with the reason, so a manager can resolve them before month-end.
How Hayat ERP handles FBR POS
In Hayat ERP's point of sale, FBR POS can be switched on per business. For Tier-1 retailers, each receipt is reported to FBR in real time, and the FBR invoice number and QR code are printed on the receipt. If FBR does not respond, the sale still completes and the receipt is queued and retried automatically. Posted sales invoices can also be sent to FBR digital invoicing, and a monthly sales tax screen summarises output tax, further tax, input tax and the net amount payable.
Hayat's tills cover retail, superstore, grocery, pharmacy, fashion, restaurant and salon, and keep selling offline when the internet drops.
